海关总署：对医用护目镜等14种医疗物资，不再实施出口商品检验

2020年12月3日，海关总署发布《关于部分医疗物资不再实施出口商品检验的公告》（2020年第124号），即日起对“9025199010”等14个10位商品编号项下的医疗物资不再实施出口商品检验。一、公告内容根据《中华人民共和国进出口商品检验法》及其实施条例，自公告发布之日起，对“9025199010”等14个10位商品编号项下的医疗物资不再实施出口商品检验。不再实施出口商品检验的医疗物资：红外测温仪、医用手术帽、医用护目镜、医用手套、医用鞋套、病员监护仪、医用消毒巾、医用消毒剂8类医疗物资。其中商品编号3005901000和3005909000项下属于危险货物的、商品编号3808940010项下属于危险化学品的，仍按出口危险货物或出口危险化学品检验监管要求执行。不再实施出口商品检验的14个10位商品编号：2020年4月10日，海关总署发布2020年第53号公告（简称53号公告），对医用口罩等11类的医疗物资实施出口商品检验。值得注意的是，与其它出口法检商品不同，海关对于53号公告规定的11类出口法检医疗物资，采取验证管理方式，“不实施产地检验，无需电子底账，不走e-CIQ系统”，企业可正常申报报关单。本次海关总署发布的124号公告是对53号公告进行了更新，正式确定红外测温仪等14类医疗物资不再实施出口商品检验，这里提醒一下：不包括医用口罩、医用防护服和呼吸机等。商务部、海关总署、国家市场监督管理总局2020年第12号公告（简称12号公告）目前还是生效的，即根据12号公告，非医用口罩出口和5类医疗物资出口报关仍需要提供相关声明：（1）非医用口罩出口商务部提供非医用口罩白名单，市场监管总局提供非医用口罩不合格名单，非医用口罩出口企业报关时须提交《出口方和进口方共同声明（中英文）》，确认产品符合中国质量标准或国外质量标准，海关凭商务部白名单验放，对不在市场监管总局不合格名单内的，海关接受申报，予以验放。（2）5类医疗物资出口产品取得国外标准认证或注册的新型冠状病毒检测试剂、医用口罩、医用防护服、呼吸机、红外体温计的出口企业，报关时须提交《出口医疗物资声明（中英文）》，承诺产品符合进口国（地区）质量标准和安全要求，海关凭商务部白名单验放。
